Catherine Collett Austin, Texas ECONOMICS John James Quinn. The Road Oft Traveled: Development Policies and Majority State Ownership of Industry in Africa. Westport, Conn.: Praeger, 2002. xiv + 235 pp. Tables. Appendixes. Bibliography. Index. $64.95. Cloth. The proposal for an advisory board comes at a time when public funding for higher education is in serious decline and at a time when Title Vl funds for international studies have been in decline. This year's authorizations for Title Vl appropriations total close to $104 million compared with almost $108 million in 2003. In 1967, 2,344 students won Title Vl foreign language awards compared with 1,640 fellowships after a post-9 11 increase in funding. These cuts also come at a time when there have been calls for stronger foreign language expertise and greater capacity for international analysis. 1. The role of the ASA in shaping and sustaining the next generation of Africanists. It is increasingly difficult to be aware of work produced about all areas of the continent even on a single topic or in a single field, yet it is important to maintain conversations and interests that reach across regional specialties both within Africanist work and more broadly. Those conversations could be encouraged and sustained among young scholars in a number of ways, including such efforts as sponsored interdisciplinary panels on regional comparisons at the annual meeting, or encouraging panel organizers to include participants who work in other world regions by waiving membership fees for onetime attendance by a Latin Americanist, South Asianist or other area studies scholar.
